Changes to the Bus Security and Safety Attendants Program

Dear Parents and Sponsors,
This is an important message about changes to our school transportation program. The Bus Security/Safety Attendants program (BSAP-SA) will be modified to more closely align our operations with DoD antiterrorism standards and transportation policies. These changes follow a routine review of the DoDEA school transportation program and are not unique to the Korea District. Adjustments will also take place in many other overseas DoDEA districts:
- Starting 1 Jan. 2014, security/safety attendants will no longer be provided for curricular, co-curricular, shuttle or activity buses; however, the DoDEA Korea District will continue to provide safety aides on these particular buses for special needs students with special transportation authorized as a related service in their Individual Education Plan.
- Additionally, starting Aug. 25, 2014, security attendants will be reduced to 50% coverage and rotated randomly for off-base buses transporting I 0 or more students. Safety attendants will only be authorized for commuting buses exclusively transporting Sure Start and Pre-Kindergarten through grade 2 students.
These changes are based on country threat levels, detennined by the Defense Intelligence Agency and DoD's Force Protection Condition (FPCON) methodology. The result is a realignment of bus security attendants that maximizes the use of resources and prioritizes risk reduction. The realignment represents an integrated approach that employs a layered security concept founded on DoD standards, threat levels, FPCONs, and baseline security measures.
We will continue to monitor for any changes to threat levels and/or the DoD standards and promptly make adjustments to our school transpottation program as needed.
