Dr. Steven Bloom

As Superintendent of the Domestic Dependents Elementary and Secondary Schools System (DDESS) Guam District Dr. Steven R. Bloom is responsible for over 2,600 students, 450 employees, and an annual budget of approximately $36 million.

He entered the Department of Defense Dependents Schools (DoDDS) system in 1982 as a special education teacher and principal at Torrejón, Spain. From there, Bloom applied his extensive background in education and curriculum to the various administrative and supervisory positions he held within DoDDS Europe and Pacific. His first assignment to DoDDS Pacific began in 1993 as a Supervisory Education Specialist in the DoDDS Pacific Area Office Education Division. In June 1996, he became Superintendent of the Okinawa District and in 2000, he joined the area office where he served 10 years as Deputy Director of DoDDS Pacific. Bloom was selected for his current position in June 2010.

Prior to his DoDDS career, Bloom taught special education in Florida, worked in teacher education programs at Florida Atlantic University, and served as a child development specialist with the Department of Pediatrics at the University of New Mexico. Dr. Bloom earned his undergraduate degree from Marshall University, master's from Florida Atlantic University, and doctorate from the University of New Mexico.

Dr. Bloom is a member of the American Association of School Administrators, The Association for Supervision and Curriculum Development, Council for Exceptional Children, and Phi Delta Kappa. He presented professional papers at numerous national and international conferences including the Council for Exceptional Children and American Psychological Association. His work has also been published in Phi Delta Kappan, Journal of Mental Deficiency Research, and Rehabilitation Psychology.
