Dr. Elaine Beraza Hinman Selected to Head Domestic Schools / Cuba

ARLINGTON, VA—DoDEA Director Dr. Joseph Tafoya today announced the formal approval by the U.S. Office of Personnel Management of Dr. Elaine B. Hinman as the Director of Domestic Schools and Cuba. This appointment, although just officially announced, was effective October 21, 2001.

Dr. Hinman, who has been in this position in an acting capacity since June 2001, previously served as the Superintendent of the Camp Lejeune Dependent Schools and the West Point Dependent Schools.

Dr. Hinman began her career as an educator in Charleston, South Carolina, teaching grades two through seven. She served as an assistant principal there for two years prior to moving to Incirlik, Turkey, and Ramstein, Germany where she taught for Department of Defense Schools.

She assumed a position as high school teacher and guidance counselor, and was later selected as an assistant principal at Roosevelt Roads Naval Station in the Department of Defense Antilles School District in Puerto Rico. She then became principal of the Ramey (K-12) School in that district. During this time, she worked as an instructional mentor and developed particular expertise in job-embedded professional development.

Throughout her career, Dr. Hinman has been a forceful advocate for equitable educational opportunities for all learners. She has distinguished herself as a powerful instructional leader who has had notable success in establishing collaborative leadership teams and creating a climate of open communication among all stakeholder groups. She also has worked very successfully with school boards, collective bargaining units, and parent groups.

DoDEA Director Joe Tafoya acknowledges that, "Dr. Hinman brings a unique background to this job. Because she has worked and been a parent in both DDESS and DoDDS, and because she has taught or been an administrator at every level in these organizations, she has a remarkably broad perspective from which to view any of the issues our schools may face."

Dr. Hinman graduated from Inter-American University (Puerto Rico) with a Bachelor of Arts degree in history and education. She earned her Masters degree in elementary education from the College of Charleston, and administrative certification credits from The Citadel. She then received an Educational Specialist's degree in counseling psychology, with intern training at the Landstuhl Army Hospital in Landstuhl, Germany. She earned a Doctorate in Educational Administration and Leadership in 1992.
