- The mission
of DoDEA (Department of Defense Education Activity) is to provide
a quality education for eligible dependents of the Department
of Defense military and civilian employees stationed overseas
and in various states and territories within the United States.
Recognizing that some military and civilian employees may have
dependents whose dominant language is not English, the ESL (English
as a Second Language) program has been designed to meet their
unique linguistic, academic, cognitive and social needs. ESL teachers,
in collaboration with general education teachers, provide these
students the opportunity to attain success in their academic setting.
The ESL program is a comprehensive, challenging instructional
program that helps ESL students attain the goals and benchmarks
as set forth in the DoDEA Community Strategic Plan. The specific
goals of the ESL program are to:
- Provide ESL students
with equal opportunity and access to services so that they may
become fully proficient in English.
- Ensure that ESL students
reach full educational parity with comparable English-monolingual
students by the time they reach the completion of their school
career.

Learner Success," revises the administrative procedures and associated
information for every DoDEA school ESL program. The guide includes
procedures in place in DoDEA schools as required by DoDEA Regulation
2440.1, "Programs for Language Minority Students," March 16,
2007.
