Experienced Leaders Institute

Rationale

DoDEA recognizes its responsibility to provide quality developmental opportunities for district superintendents, assistant superintendents and experienced principals to broaden their knowledge base so that they become the visionaries of our system. To do so we must provide them with learning experiences from a variety of sources and viewpoints. Powerful learning obtained through these experiences can be the catalyst for moving our system forward.

Eligibility

Participants will select, based on their individual need, from among national or international leadership institutes such as IDEA, Harvard Institute for School Leadership and Center for Creative Leadership during the summer of the school year selected. Participants may apply to attend such institutes once every four years. All superintendents, assistant superintendents, and principals with three or more years in their current positions will be eligible to attend. Three members from each category will be accepted per year. At the conclusion of the institute participants will:

  • create a district/school learning community
  • promote staff growth
  • build capacity for change
  • ensure equitable practices in instructional programs
  • demonstrate thorough understanding of school improvement and strategic planning

Focus of the Institute

The broad purposes of the Experienced Leaders Opportunities are to:

  • improve teaching and learning in DoDEA schools
  • promote strategic planning
  • promote growth in competencies identified as system priorities
  • encourage dialogue, reflection, and collaboration among administrators in DoDEA
  • elevate administrators to the cutting edge of school reform, and
  • create a learning community among leaders in DoDEA

Individual Work Site Projects

Members of the institute will develop an individual growth plan. They will also design and complete a project for their work site. The project must contain a built in assessment component. Each member will maintain a portfolio during participation in the program.

Evaluation of Learning/Impact on DoDEA

Members of the Experienced Leaders Opportunities group will:

  • have their individual growth plan critiqued by supervisor
  • present their individual project at second year principals or superintendents meeting
  • have their project results critiqued by a panel of superintendents and the DoDEA director

New Leaders Institute

Rationale

The system must have well prepared individuals with a thorough understanding of classroom instruction and student assessment strategies in leadership positions within our schools. Based upon national statistics, and our own system data, we realize that the expected exodus of teachers and school administrators who will retire during the next 5-10 years could have a devastating impact on schools. By providing structured ongoing development opportunities for new principals we insure that DoDEA has the capacity for maintaining quality leaders in our schools.

Eligibility

Individuals with 0-2 years in the principalship position are eligible to attend the institute.

Focus of the Institute

The institute is built upon the basic belief that principals have the power to change schools from within. It will focus heavily on instruction and student assessment with leadership strands interwoven. Participants, through well-conceived authentic learning experiences, at the conclusion of the two-year institute will be able to:

  • Demonstrate knowledge of the research, theories and practices that support school improvement efforts and result in acceleration of student achievement.
  • Use a variety of supervisory models and strategies to improve teaching and learning.
  • Promote conditions that motivate staff and others to achieve common goals and a shared vision.
  • Demonstrate decision-making skills.
  • Demonstrate skill in providing leadership for change in curriculum, implementation, culture and collegiality

On-Site Workshop Experience

Members enrolled in the institute will attend one training session per year. The initial session will be held in the United States. In the second summer institute participants will present the results of their projects to each other.

On-the-Job Follow-up and Support

Follow-up sessions will be held in the most advantageous local area. To the extent possible dialogue sessions will be held via listserv, the Internet, or some other telecommunication medium. Participants will form networks as a means of support for one another.

Individual Work Site Projects

Members of the New Principals Institute will be required to develop an individual growth plan. They will also design and complete an individual work site project related to leading school improvement. The project must have an instructional focus for the member's school and contain a built in assessment component. Each member must maintain a portfolio during participation in the institute.

Evaluation of Learning/Impact on DoDEA

Members of the New Principals Institute will

  • have their individual growth plan critiqued by their mentor
  • present their individual project at a follow-up session,
  • have their project results critiqued by a panel of peers
