Subcontracting Opportunities

In negotiated acquisitions expected to exceed $550,000 ($1,000,000 for construction) that have subcontracting possibilities, the apparently successful large business offeror must submit an acceptable subcontracting plan.

Contractors receiving a contract for more than the simplified acquisition threshold ($100,000) shall agree in the contract that small business, HUBZone small business, small disadvantaged business, women-owned small business concerns, veteran-owned small business, and service-disabled veteran-owned small business, shall have the maximum practicable opportunity to participate in contract performance consistent with its efficient performance.

Contractors interested in pursuing subcontracting opportunities on Federal contracts should seek those opportunities through the Small Business Administration's Sub-Net database. Prime contractors will use Sub-Net to post subcontracting opportunities.


Prime contractors may be any of the following types of business concerns:

  • Large businesses
  • Federal agencies
  • State governments
  • Local governments
  • Non-profit organizations
  • Colleges and universities, and even small businesses

Examples of what may appear in Sub-Net are:

  • Solicitations
  • Notices of sources sought
  • Teaming arrangements
