Award Program for Outstanding DoD Employees with Disabilities

I nominate Ms. Mui Shokouhi, Visual Information Specialist, GS-1084--9 as a candidate for the Outstanding DoDEA Employee with Disabilities Award.

Ms. Shokouhi has artistic talent and technical skills consonant with the highest industry standards in website layout and design and in computer animation. She came to work at the DoDEA Office of Communications through the Department of Defense Workforce Recruitment Program in 1999, and was, in recognition of her abilities, almost immediately converted to regular full time employee status. She has consistently surpassed all expectations since that time. Her work has made the DoDEA website more attractive, interactive, and accessible than would be possible without her talent. and vision. As evident in the portfolio that accompanies this nomination, Ms. Shokouhi has a profound understanding of the design elements most consistent with content architecture on the Internet. This is particularly notable because she is totally deaf, her native language is Chinese, and although she has become fluent in American Sign Language, she is still perfecting her skills in English as a Second Language.

Ms. Shokouhi weaves artistic features throughout her work that successfully guide visitors through the website in a logical and meaningful way. Everything she designs adds a new and very positive dimension to each webpage. In July 1999, the official DoDEA website was honored with an award for excellence presented by the National School Public Relations Association. There is no doubt that Ms. Shokouhi's contributions played a significant role in the agency's eligibility for that and all subsequent recognition.

The DoDEA Office of Communications is a very small office in a relatively large agency. Ms. Shokouhi has managed to make friends and establish collegial relationships throughout the agency. Her ability to communicate, in spite of her deafness and inability to read lips, has helped her gain recognition throughout DoDEA. She has represented the agency at international conferences and conventions and was selected as a trainer and presenter at a DoDEA conference in Tokyo.

She continually works with new software and design approaches to further hone her skills. In these areas as in all others, Ms. Shokouhi is an exemplary employee. She is a world class designer and expert in computer animation who happens to be deaf. Her presence and her work have made incalculable contributions to her office and to the agency. She personifies the qualities of an ideal employee who inspires everyone she meets with her positive attitude, generosity of spirit and extraordinary talent.

In addition to her professional responsibilities, Ms. Shokouhi is the single parent of a teenaged daughter. She has managed to balance the many duties of her personal and professional lives in a remarkable way. She also pursues advanced English studies and other interests outside the office.

She has made an unforgettable impression upon all those who have come to know her and her work. She is a consummate professional fully deserving of recognition as an exemplary employee. She has my unqualified endorsement and wholehearted support. I am grateful to have her as an employee, and proud to nominate her for this honor.
