Dr. Willette Horne-Barnes - McCool ES/MS Principal

Dr. Willette Horne-Barnes, also referred to as Dr. H-B, is the new McCool Elementary Middle School (MEMS) Principal. Her career spans 38 years as a DoDEA employee and 43 years in education. She joined the Department of Defense Dependent Schools (DoDDS) in August 1984 where she was assigned to Bremerhaven Elementary School as a Compensatory Education Specialist.

Dr. Horne-Barnes relocated to The Sullivans School in Yokosuka, Japan in 1989 and served in several different capacities over a 10-year period: Compensatory Education Specialist, Second Grade Teacher, Reading Improvement Specialist, and Literacy Support Specialist. In 1999, she was one of approximately 30 educators who comprised the first faculty that officially opened Ikego Elementary School as a Literacy Support Specialist, and in 2005, she was promoted to Assistant Principal of Yokosuka Middle School. She also served as The Sullivans’ School Assistant Principal and served in the same capacity at Kinnick High School for approximately two months. Dr. Horne-Barnes was promoted to Principal of Andersen Elementary School, Guam, in 2010 and served there until June 2021, after which she officially joined the MEMS Family, as Principal, in August.

Dr. Horne-Barnes received her BS Degree, in Early Childhood Education, in 1979 and MEd Degree, in Reading, from Virginia Commonwealth University in 1980. She successfully defended her Dissertation with Northcentral University and received her EdD Degree in Educational Leadership in March 2019

Dr. Horne-Barnes is married and has 27-year-old twin daughters. She is passionately committed to educating children and is extremely excited about joining the MEMS Family

Ms. Tarsha Washington - McCool ES/MS Assistant Principal

Ms. Washington is an accomplished educator with more than 16 years of teaching experience. Ms. Washington began her teaching career as an Educational Technologist at Venice Elementary School in Florida, where she constructed effective teaching methods and provided much needed training to teachers, administrators, and staff members. From Venice, Ms. Washington joined DoDEA at Andersen Elementary School on Guam. In September 2008, Ms. Washington accepted a position at Diamond Elementary School at Ft Stewart, GA. In addition to providing required teaching services, Ms. Washington created and maintained an environment that allowed and encouraged students to make discoveries, solve problems, think critically, and work independently. In January 2011, Ms. Washington accepted a Training and Curriculum Specialist position with the US Air Force, Yokota Air Base, Japan.

In September 2011 Ms. Washington moved to Misawa, Japan to teach ESL, Kindergarten and 4th Grade at Cummings Elementary School. In August 2015, Ms. Washington moved to Osan, Korea to work as a Math Support Teacher and Reading Specialist. Ms. Washington coached, mentored and helped teachers bring traditional teaching methods in alignment with 21st century instructional practices. Ms. Washington facilitated Math meetings to identify best practices across the district and she facilitated teacher training at local and district levels.

Ms. Washington holds a Master’s in Administration and Educational Leadership from National Louis University and a Bachelor of Science degree in Elementary Education and ESOL Endorsement from the University of South Florida.

Ms. Washington is the proud mother of 3 amazing children: Torus, who’s currently working on his Doctorate in Nanoengineering at UC San Diego; Tarnisha, who graduated from Carnegie Melon with her Master’s in Human- Computer Interaction, and Tiera, who recently graduated from Florida State with her Bachelor in Retail Merchandising and Product Development. Ms. Washington has always invested in and encouraged their academic pursuits. Ms. Washington enjoys spending quality time with family and friends, going to church, traveling, shopping, and making a positive impact in the lives of people.
