Hattie Phipps is a native of Natchez, Mississippi. She attended high school and Junior College in Natchez prior to moving on and graduating from Jackson State University in Jackson, Mississippi. She received a master’s degree from the University of Wisconsin-Milwaukee and Advanced studies in Administration from Michigan State University.
Her teaching career began in Milwaukee, Wisconsin in the primary grades. Later she obtained certification in reading and became a Reading Specialist in grades 1-4. Upon becoming an Air Force spouse she went on to teach reading at the middle school level in North Hampton, New Hampshire. Her career in DoDEA began as a dependent spouse/local hire as a sixth-grade teacher, in Madrid, Spain. There she went on to become the Reading Specialist at that same location. She joined the administrative ranks in Aviano, Italy and career in administration have spanned several continents from Europe to Asia. Her work has taken her to Spain, Italy, Okinawa, and Japan.
Mrs. Phipps, enjoys traveling, hiking, and volunteering in all the communities in which she resides. Las Vegas, Nevada, is where she calls home for now.
