Ms. Tiffany Hoben

Biography

Ms. Tiffany Hoben is the Chief Academic Officer for the Department of War Education Activity (DoWEA), a position she assumed on March 23, 2026.

She has more than 20 years of experience as a classroom teacher, state-level educational leader and national advocate for academic excellence and civic literacy. Hoben began her career as a public school teacher in Florida. 

She later served at the Florida Department of Education, where she played a key leadership role in advancing the state’s civics education reforms. As a regional director, she helped lead the implementation of the Civics Literacy Excellence Initiative, supporting the state-wide adoption of content-rich standards, aligned instructional materials, and high-quality professional development for educators. Her work focused on ensuring students develop a strong understanding of the principles of the American constitutional republic. 

Before joining DoWEA, Hoben served as director of education partnerships and strategy at the Cardinal Institute for West Virginia Policy. There, she worked with policymakers and education leaders to strengthen literacy, numeracy and civics instruction and to expand access to high-quality education options for families. 

Hoben holds a master’s degree in educational leadership and administration and a bachelor’s degree in psychology from the University of South Florida. She served in the U.S. Army as a combat field medic with the Florida National Guard.
