It is with pride and purpose that I share DoDEA’s new Blueprint for Continuous Improvement—our strategic direction for the years ahead.

This plan builds on a record of proven success. DoDEA has become the top-performing school system in the country, as measured by the National Assessment of Educational Progress. We’ve expanded access to early childhood education, responded swiftly to unprecedented challenges during the pandemic, and launched critical initiatives like the Teacher Hiring Project and Multi-Tiered System of Support. These accomplishments reflect the strength of our system and the dedication of our educators, leaders, families, and students.

But success is not a finish line—it’s a foundation. We now face a new set of challenges and opportunities that demand both clarity and boldness. Our students are growing up in a complex, fast-changing world. To thrive, they need more than strong academics—they need adaptability, resilience, and a future-ready mindset.

That’s why this Blueprint is both focused and flexible. It protects what works while evolving to meet what’s next. It is rooted in our core values and responsive to the insights of thousands of stakeholders across the DoDEA community. 

 

The plan is organized around four strategic goals:

  • Student Excellence – Ensuring every student receives the academic and personal supports needed to succeed.
     
  • School Excellence – Creating strong, supportive environments where great teaching and learning can happen every day.
     
  • Talent Excellence – Developing and engaging exceptional educators and leaders who are empowered to grow and lead.
     
  • Organizational Excellence – Building systems and structures that are aligned, efficient, and forward-looking.

We are entering a period of meaningful transformation. As we navigate evolving staffing and resource priorities, we are committed to turning those shifts into opportunities—to reinvest in what matters most and sharpen our focus on student outcomes.

Continuous improvement is not just a strategy at DoDEA—it’s part of our identity. We don’t rest on past success. We learn from it, build on it, and move forward—together.
