At the Department of War Education Activity, we understand that continuous improvement is more than an aspiration—it is a promise to the students and families that we serve. It is also the foundation of our strategic plan, the 2026 Blueprint for Continuous Improvement.

Through this living framework, we are taking a clear and honest look at our work—building on our strengths, addressing opportunities for enhancement, and sharpening our focus on what matters most: maximizing growth for every child. The Blueprint is centered on four core pillars:

  • Student Excellence: We are committed to ensuring that every child benefits from strong academic standards and high-quality instruction, and are renewing our focus on literacy, numeracy, civics, and a shared core knowledge base. Across the DoWEA system, we are strengthening curriculum coherence and making certain that teaching, learning, and assessment are aligned, purposeful, and grounded in proven instructional practices that drive student growth.
  • Instructional Excellence: We are also renewing our emphasis on clarity, focus, and disciplined academic execution. Our goal is simple, but ambitious: to deliver a world-class education that prepares every student to be a productive citizen and to succeed in a dynamic and complex world. Inserting classical curricula throughout DoWEA will strengthen our instructional foundation.
  • Service Excellence: We are strengthening the partnership between schools and families. Parents are their children’s first and most important educators, and this Blueprint reinforces their rights, voice, and engagement at every stage of the educational journey. Our driving principles are clearer communications, greater transparency, and more responsive systems.
  • Organizational Excellence: We are embracing the responsibility of preparing students for a rapidly changing world, while serving as careful stewards of taxpayer resources. The pace of technological advancement, particularly in artificial intelligence, demands that we both help our students to master these tools and leverage them to enhance DoWEA operations.
