Purpose of the CEOA

The purpose of this assessment is to recommend options that most effectively balance cost and quality considerations for primary and secondary schooling of military dependents on each of the 15 continental United States (CONUS) installations where the department operates Domestic Dependent Elementary and Secondary Schools (DDESS) or contracts (special arrangements) with local educational agencies (LEAs) to operate schools on the installations. DDESS Schools in Guam and Puerto Rico are not included in this study.

The study will be thorough, deliberate, pragmatic, and objective and consider input from all stakeholders including, but not limited to - parents, employees, Military Services, Local Education Agencies (LEA) and education experts/organizations. The findings and recommendations will be reviewed by senior officials in the Office of the Secretary of Defense, in consultation with the Military Services.
