Multi-Tiered System of Supports
DoDEA’s Multi-Tiered System of Supports (MTSS) is an overarching instructional framework that uses data informed decision-making to ensure every student receives the support they need to thrive. DoDEA sets high expectations for learning with the College and Career Ready Standards. DoDEA recognizes that students need a proactive, responsive, and comprehensive system of support to equip them with not only strong academic foundations, but also with well-being, resilience, and adaptability to thrive in dynamic environments.
MTSS is Strategic Initiative 1.1 in DoDEA’s Blueprint for Continuous Improvement 2025 under the goal of “Student Excellence.”
Multi-Tiered System of Supports: We will improve school team processes to strengthen standards-based core instruction and provide data-informed interventions and extensions, based on student need, promoting students’ academic achievement, well-being, and resilience.
DoDEA’s implementation of MTSS is tailored to meet the needs of military-connected students and address an increasing variability in student needs. MTSS intentionally focuses on the Core Value that “students are at the heart of all we do” by considering the needs of the whole child.

DoDEA Student Services
- Resilience: Recognizing the unique experiences of military-connected students, DoDEA has placed an emphasis on developing student resilience. Resilience refers to the capacity to adapt, recover, and grow in the face of adversity, stress, or disruption. It reflects a student’s ability to maintain or regain psychological and emotional balance during challenges such as frequent relocations, parental deployments, or changes in school environments.
Partnerships: Partnerships with families and communities are essential to the success of DoDEA’s MTSS framework. Together, we create the conditions for military-connected students to excel. By strengthening our partnerships with families and communities, ensuring transparent and meaningful engagement, the MTSS framework becomes comprehensive in supporting student success. By working together, we can elevate the educational experience for military-connected students around the world, reduce education-related stress for families, and contribute to mission readiness.
