Mr. Theodore J. Kaiser
Mr. Theodore Kaiser, Europe Region Investigator for the DoWEA Office of Inspector General, was selected as Employee of the Quarter for the first quarter of 2026 based on his outstanding performance and impact.
As the region’s sole investigator, he consistently exceeded expectations by managing a high volume of complex cases while maintaining strong investigative standards and efficiency. During the reporting period, he closed 53 cases and contacts with an average processing time significantly faster than typical benchmarks, demonstrating exceptional productivity.
Mr. Kaiser strengthened leadership accountability across the region by delivering in-person training to more than 70 senior leaders and onboarding new leadership personnel. He also enhanced oversight systems by revising standard operating procedures for the OIG case system and providing critical input on policy updates related to the Living Quarters Allowance program.
Through expert guidance to school and district leadership, he improved the quality and consistency of administrative inquiries, reducing procedural errors and rework. He effectively coordinated multiple high-visibility cases with U.S. and host-nation law enforcement agencies, ensuring alignment and protecting organizational interests.
