DoDEA and CNIC Partner to Expand Non-Medical Counseling Support in Overseas Schools

The Department of Defense Education Activity (DoDEA) and Commander, Navy Installations Command (CNIC) have officially signed a Memorandum of Understanding (MOU) to expand non-medical counseling services for military-connected students in DoDEA schools located on Navy installations overseas.

This agreement marks a significant step forward in supporting the resiliency and well-being of students through the integration of Fleet and Family Support Center (FFSC) Licensed Clinical Counselors directly into school environments. The initiative will begin with a pilot across three Navy regions: Japan, Europe/Africa/Central, and Marianas, with counselors embedded in schools at Sasebo, Yokosuka, Guam, Naples, Rota, and Sigonella.

Key Highlights of the Agreement:

  • FFSC counselors will provide school-based non-medical counseling services 2–3 days per week, with remaining time spent supporting the broader community through FFSC.
  • Services will include individual and group counseling, prevention education, and collaboration with school teams to promote mental health awareness and address student needs.
  • Parental consent is required for individual counseling services, and confidentiality will be strictly maintained in accordance with federal guidelines.
  • The program includes a tiered evaluation process to ensure continuous improvement and alignment with student support goals.

This initiative directly supports force readiness and aligns with our Blueprint for Continuous Improvement.”

The MOU outlines clear roles and responsibilities for CNIC and DoDEA leadership at the headquarters, regional, district, and school levels to ensure seamless coordination and implementation.
