DoWEA Pacific South District earns Cognia Accreditation with Distinction

Pacific South District —

The Department of War Education Activity (DoWEA) Pacific South District has been awarded Accreditation with Distinction, the highest level of accreditation granted by Cognia, a globally recognized nonprofit organization that accredits schools and school systems.

The distinction follows a comprehensive Cognia Performance Accreditation and Engagement Review conducted from February 22 through March 5, 2026. The review evaluated the district’s effectiveness across teaching and learning, leadership practices, engagement, student performance, and continuous improvement.

As part of the review, Pacific South earned perfect scores across all seven areas, including Stakeholder Feedback, Leadership for Learning, Student Performance, Learning Environments, Engagement of Learning, Growth in Learning, and Culture of Learning.

Cognia also evaluated Pacific South against 31 performance standards, rating the district highly across key areas such as leadership, curriculum and instruction, professional collaboration, learner well-being, and resource management. These results contributed to an Index of Education Quality (IEQ) score of 361 out of 400, above Cognia’s network average score of 297.

“This recognition reflects the collective effort of our entire school community – our dedicated educators, hardworking students, and engaged parents,” said Dr. Melissa Hayes, superintendent of DoWEA Pacific South District. “Accreditation with Distinction affirms the strong partnerships we’ve built to support learning and continuous improvement for our military‑connected children.”

During the two-week review, the Cognia team – comprised of a lead evaluator and 16 trained education professionals – conducted 350 classroom observations, visited all 13 Pacific South schools, and interviewed more than 1,250 stakeholders, including students, parents, teachers, administrators, district leaders, and support personnel.

Among the district’s noteworthy practices, Cognia recognized Pacific South for cultivating a strong culture of professional collaboration through clearly documented practices, protected collaboration time, and systems that promote shared responsibility for student success. Pacific South’s use of multiple, reliable data sources systemwide to inform decisions, monitor trends, and adjust instructional practices in real time through standards-based curriculum and a balanced assessment system was also recognized.

Cognia also identified areas for continued growth, including strengthening systemwide feedback processes, enhancing professional support frameworks, and expanding targeted action research to support continuous academic improvement. These recommendations will inform Pacific South’s ongoing improvement planning.

DoWEA Pacific South District operates 13 schools located in Okinawa, Japan across four communities. There are nearly 900,000 military connected children of all ages worldwide, of which more than 6,000 are enrolled in DoWEA Pacific South District schools. All schools within DoWEA are fully accredited by U.S. accreditation agencies.
