Mr. David Butler named Chief of Staff of DoDEA Europe East District
STUTTGART, Germany —
Mr. Patrick Martin, superintendent for the Department of Defense Education Activity (DoDEA) Europe East District, announced the selection of Mr. David Butler as the new Chief of Staff for the Europe East District.
Mr. Butler brings more than 23 years of experience in PK–12 education, including 16 years of dedicated service with DoDEA in multiple roles. Throughout his career, he has demonstrated a strong record of accomplishment in program management, policy development and strategic planning—consistently leading major initiatives through collaboration across headquarters, regions and districts.
Most recently, Butler served as a program manager in the DoDEA Headquarters Education Directorate, where he managed curricular programs and guided transformative educational initiatives that impact students and educators worldwide. In this role, he spearheaded the implementation of DoDEA’s Universal Prekindergarten (UPK) program, overseeing its launch in 80 elementary schools serving 4,000 students and supporting its expansion to 86 schools the following year.
Butler also played a pivotal role in scaling the DoDEA Virtual School during the COVID-19 pandemic, increasing enrollment from 800 to more than 10,000 full-time students and supporting the rapid transition of hundreds of teachers to virtual instruction. His leadership extended further through the rollout of College and Career Ready Standards for Mathematics in 166 schools globally, as well as extensive work in drafting and refining DoDEA education policy.
“Mr. Butler’s experience with complex projects, strategic expertise, and ability to build strong relationships make him a great addition to the team,” Martin said. “His leadership will strengthen district operations and support our mission to ensure excellence in all 15 DoDEA Europe East Schools for every student, every day.”
A native of Minnesota, Butler earned a B.S. in Social Science/Secondary Education and a B.A. in U.S. History from the University of North Dakota and later completed a Master of Arts in Education Policy at The George Washington University. He also holds Project Management Professional (PMP) certification.
Mr. Butler looks forward to joining the Europe East team and contributing to the district’s continued growth and success.
