Overseas Screening Process
It is highly recommended that your child have recent (within 6 months) educational evaluations and an updated IEP prior to the screening. Families should hand-carry all documents to their new location.
Please request a copy of the final determination of the screening and recommendations from the NDSP Education Specialist or Human Resources Department.
Military with Dependents
Military sponsors who have children with special education needs must go through an educational screening through the Service's Exceptional Family Member Program (EFMP) and complete the DD Form 2792-1 prior to receiving orders as part of the assignment process. An overseas screening can be called different things in each branch of the DoD. It may be called a Family Member Travel Screening (FMTS) or Family Determination Inquiry (FDI). An official overseas screening conducted by the responsible NDSP Education Specialist is mandatory for all DOD-eligible dependents prior to arriving at the NDSP site. The Education Specialist must determine if adequate support services are available at the receiving duty station.
Contact your EFMP coordinator for assistance to initiate the overseas screening or contact the NDSP Education Specialist for the area to which you are assigned. The screening process may take up to 30 days. You are strongly encouraged to request a copy of the final determination from the EFMP to be aware of the specific recommendations.
Civilian with Dependents
An official overseas screening conducted by the responsible NDSP Education Specialist by the NDSP Instructional Systems Specialist is mandatory for all DOD-eligible dependents prior to arriving at the NDSP site. The Instructional Systems Specialist must determine if adequate support services are available at the receiving duty station.
If you have a child with special needs, you must complete DD Form 2792-1 PRIOR to your Permanent Change of Station (PCS). The completed form, along with the IEP, must be submitted to the NDSP Education Specialist. The NDSP Education Specialist will then conduct an educational screening to determine if your child's special education needs can be met at the receiving duty station. The screening process may take up to 30 days.
