Publication of DoWEA Administrative Instruction 1418.01, "Overseas Allowances: Quarters"

This issuance was signed on July 8, 2026. It establishes policy, assigns responsibilities, and identifies the requirements for Quarters Allowances for Department of War Education Activity (DoWEA) personnel assigned to foreign permanent duty stations.  This Issuance implements procedures for determining eligibility, processing requests, and reconciling foreign allowances in accordance with references listed in this Issuance.  Specific allowances include Temporary Quarters Subsistence Allowance (TQSA), Living Quarters Allowance (LQA), Personally Owned Quarters (POQ) (part of LQA) Allowance, Government Owned Quarters Allowance, and Extraordinary Quarters Allowance (EQA). This issuance was signed on June 29, 2026. It establishes a DoWEA Incentive Awards Board and updates policies and responsibilities for the DoWEA Incentive and Honorary Awards Programs in accordance with Chapters 43 and 45 of Title 5, United States Code; Parts 430 and 451 of Title 5, Code of Federal Regulations; Volume 451 of DoD Instruction 1400.25; and DoD Directive 1342.20.
