About DoWEA OPLP
The Operations, Plans, Legislation and Policy (OPLP) Division integrates operational readiness, policy governance, legislative engagement, and education operations to ensure DoWEA executes its mission effectively, remains compliant with statutory and Department requirements, and is postured to respond to global demands. The division oversees operational readiness functions—including school readiness, crisis management, emergency management training, force posture planning, and serious incident reporting—while serving as the primary liaison to Military Services, the Joint Staff, OSD, and Combatant Commands; manages the development, coordination, and maintenance of DoWEA policies and associated processes; leads congressional and legislative affairs efforts, including responding to inquiries, fulfilling reporting requirements, and coordinating Executive Order implementation; and provides oversight of key education operations programs such as student eligibility, discipline, advisory committees, attendance, and school calendars, while coordinating closely with policy offices to ensure alignment and consistency across the enterprise.
- Ensures enterprise-wide operational readiness through crisis management, emergency planning, and force posture integration
- Serves as the primary coordination point with Military Services, Joint Staff, OSD, and Combatant Commands
- Develops, maintains, and governs DoWEA policy and issuance processes
- Manages congressional engagement, including RFIs, QFRs, legislative proposals, and reporting requirements
- Oversees core student-focused programs such as eligibility, discipline, attendance, and advisory structures
- Supports senior leader decision-making through integrated planning, reporting, and communication
- Aligns education operations with policy requirements through close coordination across functional areas
Operational Readiness Branch
The Operational Readiness Branch oversees programs and services that enhance school-level readiness to support Military Services Pre-K–12 education requirements. It ensures schools are positioned with the capacity, resources, and coordinated support necessary to sustain high levels of educational performance and mission effectiveness.
Policy Branch
The Policy Branch administers and operates the DoWEA Issuance Program, the Policy Working Group, and facilitates DoW-level issuance coordination for DoWEA.
Education Operations Branch
The Education Operations Branch (EOB) provides programs and services that support schools, students, and parents.
Congressional Legislative Affairs Branch
The Congressional Legislative Affairs Branch advances DoWEA/DoW legislative priorities and support congressional inquiries and engagements.
