Scott Finlay was born and raised in North Salem, New York. After graduating North Salem High School in 1981 he attended Keene State College in Keene, New Hampshire. At Keene State he earned a Bachelor of Science Degree in Elementary and Special Education in 1985. His first teaching positions were as a Special Education teacher and a Fourth Grade Teacher in Thomaston, Connecticut.
He joined the Department of Defense Education Activity in 1989. His first duty station was Nellingen Elementary School in Stuttgart, Germany where he taught Fourth and Fifth grades. It was there that he met his wife, who was also a teacher at the school. From there the Finlays moved to Baumholder, Germany in 1992. At Smith Elementary School he taught Special Education and was the Case Study Committee Chairperson overseeing the school's Special Education program. Mr. Finlay was promoted to Assistant Principal in 2003 at Sollars Elementary School in Misawa, Japan. He was then promoted to Principal in 2008 and moved to Ikego Elementary School in Yokosuka, Japan. In 2012, Mr. Finlay became the Principal of Vilseck Elementary School where he loves being the head lion.
Mr. Finlay's family includes his wife and three children.
Mr. Willard Earl Clites IV currently serves as the assistant principal of Vilseck Elementary School in Vilseck, Germany. Prior to becoming Assistant Principal, Mr. Clites was a classroom teacher for 11 years, 8 of which have been with DODEA, and has experience teaching grades 2nd through 6th. He began his teaching career in Las Vegas, NV, before joining DODEA where he has since taught at 3 separate schools in Japan and South Korea. Mr. Clites thoroughly enjoys this opportunity to serve the students, staff, and U.S. Army Garrison-Bavaria community within the Europe East District.
Mr. Clites completed his undergraduate studies at Brigham Young University earning a degree in Elementary Education. He then completed his Masters of Education in Educational Leadership from the American College of Education. He is passionate about the collaborative learning process and is eager to grow together with those he serves as they share knowledge, skills, insights, and expertise to improve the educational experience for all students and staff. He firmly believes that all children are capable of learning as they are challenged and engaged in rigorous College and Career Ready standards-based activities. He knows that as students become active and engaged learners, they can reach their full potential to become contributing and successful citizens in our dynamic world.
Mr. Clites is accompanied by his wife and 6 children. He is a product of the DODEA system as his father was an active-duty pilot in the U.S. Air Force, and so he understands firsthand the opportunities and challenges that military-connected families and children experience. He embraces all stakeholders of this vibrant community as we become one big “Lion Family” focused on student achievement and success. He is very excited to continue to build upon the established reputation that Vilseck Elementary School is the best place to learn and work in DODEA.
