Scott Finlay was born and raised in North Salem, New York. After graduating North Salem High School in 1981 he attended Keene State College in Keene, New Hampshire. At Keene State he earned a Bachelor of Science Degree in Elementary and Special Education in 1985. His first teaching positions were as a Special Education teacher and a Fourth Grade Teacher in Thomaston, Connecticut.
He joined the Department of Defense Education Activity in 1989. His first duty station was Nellingen Elementary School in Stuttgart, Germany where he taught Fourth and Fifth grades. It was there that he met his wife, who was also a teacher at the school. From there the Finlays moved to Baumholder, Germany in 1992. At Smith Elementary School he taught Special Education and was the Case Study Committee Chairperson overseeing the school's Special Education program. Mr. Finlay was promoted to Assistant Principal in 2003 at Sollars Elementary School in Misawa, Japan. He was then promoted to Principal in 2008 and moved to Ikego Elementary School in Yokosuka, Japan. In 2012, Mr. Finlay became the Principal of Vilseck Elementary School where he loves being the head lion.
Mr. Finlay's family includes his wife and three children.
