Publication of DoDEA Directive-Type Memo 25-ED-002 High School Requirements for the DoDEA Seal of Biliteracy Award

This issuance was signed on December 15, 2025. It establishes the requirements to earn a DoDEA Seal of Biliteracy Award, is effective upon signature, and applies to existing DoDEA High School students as well as those students entering DoDEA Schools during School Year 2025-26 and henceforth. Publication of DoDEA Administrative Instruction 1358.01 School Advisory Committees and Dependents Education Council

It assigns responsibilities and establishes procedures for School Advisory Committees (SACs), and Installation Advisory Committees (IACs) operating in DoDEA schools and the Dependents Education Council (DEC). Publication of DoDEA Directive-Type Memo 24-ED-001 Annual Course Requirements for Incoming Freshmen in School Year 2024-25, Change 2

This Issuance was signed on September 2, 2025. This Directive-Type Memorandum (DTM) establishes the course requirements to earn a DoDEA high school diploma. This DTM is effective August 1, 2024, applies to incoming freshmen entering DoDEA schools during school year 2024-25, and provides the DoDEA high school graduation requirements referenced in DoDEA Administrative Instruction 1367.01. Publication of DoDEA Administrative Instruction 1309.01 Multilingual Learner Program

This Issuance establishes policy, assigns responsibilities, and implements procedures to provide language assistance services for multilingual learners in the DoDEA schools and to ensure multilingual learners have equal opportunity to achieve grade level educational goals and standards pursuant to Section 2000d of Title 42, United States Code, also known and referred to in this Issuance as “Title VI of the Civil Rights Act of 1964”, Equal Educational Opportunities Act of 1974 (EEOA), Executive Order 13160, Lau v. Nichols, 414 U.S. 563 (1974) and Castañeda v. Pickard, 648 F.2d 989 (5th Circ. 1981). Please contact the Student Services Division with any questions.

It updates the system-wide advanced academic program, establishes policy, assigns responsibilities, and implements procedures for the Department of Defense Education Activity (DoDEA) Advanced Academic Program and Services (AAPS) for grades K-8 in accordance with DoD Directive 1342.20. With the signing of this Issuance, AI 1308.01, "Advanced Academic Program and Services: Grades Kindergarten - Grades 5/6" has been cancelled. This Issuance was signed on July 11, 2025. It establishes policy, assigns responsibilities, and implements procedures for disciplinary action for all DoDEA students enrolled in DoDEA schools including special rules applicable to students with disabilities covered by DoD Instruction 1342.12, DoD Manual 1342.12, and DoDEA Administrative Instruction 1365.01. Publication of DoDEA Administrative Instruction 1020.01 Anti-Harassment Program

This Issuance was signed on July 9, 2025, and is effective on July 13, 2025. In accordance with DoD Instruction 1020.04, this Issuance establishes policy, assigns responsibilities, and implements procedures to recognize, prevent, and respond to harassment as defined by this Issuance among DoDEA employees in the workplace. The Issuance establishes processes for receiving, investigating, responding to, and tracking harassment allegations. The Issuance outlines anti-harassment training requirements as well as distinguishes the difference between harassment that detracts from an efficient and effective workplace and Equal Employment Opportunity (EEO) allegations of unlawful discriminatory harassment.
