The Army Benefits Center - Civilian (ABC-C) provides the tools and knowledge to manage your benefits and entitlements. ABC-C handles Workers’ Compensation and Unemployment Compensation advisory and facilitation of claims within the Injury Compensation Center of Excellence (ICCoE). The ABC-C Benefits Branches manage the administration of Retirement Programs and related Employee Benefits.

Authorization and payment of overseas allowances and differential is governed by the provisions of the Department of State Standardized Regulations (DSSR)(Government Civilians/Foreign Areas) and Department of Defense Instruction 1400.25, Volume 1250. Overseas Allowances and differentials (except post allowance) are not automatic salary supplements, nor are they entitlements. They are specifically intended to be recruitment incentives for U.S. citizen employees living in the United States to accept Federal employment in a foreign area.

The GRB Platform (Formerly EBIS) is an automated, secure, self-service Web application that allows employees to make health insurance, life insurance, and Thrift Savings Plan contribution elections. Employees can review general personal benefits information and make changes to beneficiary designations if they experience qualifying life events. Use a CAC enabled computer to access GRB.
