Implemented by Congress in the Federal Employee's Retirement System Act of 1986, the Thrift Savings Plan (TSP) is a tax deferred retirement savings and investment plan for Federal employees covered by the Civilian Service Retirement System (CSRS) or Federal Employees Retirement System (FERS) and members of the Uniformed Services.
The Operations, Plans, Legislation, and Policy Division administers and operates DoDEA's program in publishing and maintaining DoDEA-level policies and facilitates DoD-level issuances for the agency. Additionally, the Division oversees the Director's Issuance Focal Point Working Group that works on larger issues involving the DoDEA policy program. In addition, the Division handles Congressional inquiries on behalf of constituents, and reviews legislation, the annual National Defense Authorization Act and Defense Appropriations, and other inquiries from the legislative branch.
MyPay is a self-service system provided by the Defense Finance and Accounting Service (DFAS), DoDEA’s payroll provider. You may make changes to pay information, change your address, and view online Leave and Earnings Statements and Travel Vouchers. You can also print W2 forms.
Defense Civilian Personnel Data System (DCPDS). The DoD Performance Appraisal System, Defense Performance Management and Appraisal Program (DPMAP), guides the performance evaluation of most employees at DoDEA. A VPN connection and CAC are required to access the system.

The GRB Platform (Formerly EBIS) is an automated, secure, self-service Web application that allows employees to make health insurance, life insurance, and Thrift Savings Plan contribution elections. Employees can review general personal benefits information and make changes to beneficiary designations if they experience qualifying life events. Use a CAC enabled computer to access GRB. Specialists are available from 0800 to 1600 (CT), Monday through Thursday. 1-877-276-9268, option 2. Alternate numbers are 785-239-9848 and DSN 856-9848.
FASCLASS is a Department of Army application adopted by DoDEA that maintains all active position descriptions in an electronic data base, and provides "read only" access to these position descriptions to all DoDEA employees.
Every supervisor, manager, and employee in DoDEA can use the "read only" function of FASCLASS. It's easy to use and provides real time access to current approved position descriptions in DoDEA.
Authorization and payment of overseas allowances and differential is governed by the provisions of the Department of State Standardized Regulations (DSSR)(Government Civilians/Foreign Areas) and Department of Defense Instruction 1400.25, Volume 1250. Overseas Allowances and differentials (except post allowance) are not automatic salary supplements, nor are they entitlements. They are specifically intended to be recruitment incentives for U.S. citizen employees living in the United States to accept Federal employment in a foreign area.
