Building Access & Visitor Restrictions – Pentagon War Annex (DoWEA Headquarters)

Important: When sending any forms through email containing PII, the “CUI – Privacy Act Data” must be selected using the “Sensitivity” tab from the quick access bar at the top of the email.

DoWEA Headquarters is a tenant organization conducting business operations at the Pentagon War Annex, which is part of the Pentagon Reservation. Access to the building is administered and controlled by the Pentagon Force Protection Agency (PFPA). All visitors must comply with PFPA requirements as well as any additional restrictions imposed by Health Protection Condition (HPCON) or Force Protection Condition (FPCON) levels currently in place.

General Access Requirements

  • Visitor Definition: An individual who is NOT assigned to a tenant organization within the Pentagon War Annex as their place of employment for conducting primary duties and responsibilities.
  • Sponsor Definition: An employee assigned to a tenant organization within the Pentagon War Annex who has swipe access and has been granted escort privileges for non-DoD CAC holders by the tenant organization and approved by PFPA.
    • To confirm escort privilege status, contact the Pentagon War Annex CAC Office at 571-372-7911.
  • DoD CAC Holders:
    • DoD Civilian and Active Military visitors possessing a valid, unexpired CAC are NOT required to be escorted but MUST be pre-registered by a DoWEA sponsor.
    • CAC holders not assigned to the Pentagon War Annex still require a sponsor.
  • Walk-Up Visitors: Not processed and will be denied entry. This includes family and personal guests. Sponsors may register family/personal guests 5 days prior to, but not earlier than 30 days before the last day of visit via PFPA Visitor Sponsor Portal:   https://visitorsponsor.pfpa.mil (CAC-enabled).
  • Pre-Registration:
    • All visitors must be pre-registered in the PFPA Visitor Management System.
    • Sponsors may escort up to three (3) visitors (non-CAC holders).
    • Pre-registration requests must be submitted 5 days prior to, but not earlier than 30 days before the last day of visit to the DoWEA Security Management Division at SMDForceProtectionHQ@dodea.edu.
    • Example: If a visitor is scheduled from the 20th to the 30th of the month, the registration must be entered after the 30th of the previous month.
    • Fill out the visitor request worksheet below and send it to SMDforceprotectionhq@dodea.edu.  
    • If you have more than three (3) DoD CAC holding visitors contact SMDforceprotectionhq@dodea.edu for further instructions.

Identification Requirements

All visitors 18 years of age or older must present a REAL ID-compliant photo credential for identity verification on the day of the visit. Non-compliant driver’s licenses are no longer accepted.

Acceptable IDs include:

  • REAL ID Driver’s License or State-issued ID
  • U.S. Government CAC, Military ID, or PIV Card
  • U.S. Passport or Passport Card
  • Foreign Passport
  • Permanent Resident Card or Alien Registration Receipt Card
  • Native American Tribal Document
  • U.S. Border Crossing Card

Note: Visitors 17 years and under require no identification when accompanied by an adult with a Pentagon building pass or valid form of identification.

Employee and Contractor Criteria – Pentagon War Annex Access

New Employees and Contractors

  • New employees and contractors requiring a Common Access Card (CAC) for Pentagon War Annex access must complete Section 1 “Applicant Information” on DD Form 2249.
  • The supervisor must submit the completed form to SMDForceProtectionHQ@dodea.edu to gain permanent access to the Pentagon War Annex.

Current Employees and Contractors

  • Expiring CAC:
    • Employees and contractors with an expiring CAC must have their supervisor contact the DoWEA Security Manager at SMDForceProtectionHQ@dodea.edu to reauthorize their current DD Form 2249 before visiting the CAC office to renew their card.
    • For remote employees whose CAC is expiring within 30 days, they will need to visit the CAC website for guidance
    • Without prior authorization, Pentagon War Annex access will be lost when renewing the CAC.
  • Expired CAC:
    • Employees and contractors with an expired CAC must follow the new employee/contractor instructions above.
  • Lost CAC:
    • Employees and contractors with a lost CAC must notify the DoWEA Security Manager.
    • The sponsor must escort the employee into the Pentagon War Annex and to the SMD suite to receive a lost CAC form.
    • The form must be taken to the CAC office prior to receiving a replacement card.

DD Form 2249 Processing Instructions

  • Supervisors or sponsors must complete Section 1 only of DD Form 2249.
    • For contractors, the Contract Officer Representative (COR) is considered the sponsor.
  • Submit the completed form to the DoWEA Security Manager at SMDForceProtectionHQ@dodea.edu for processing.
  • Once processed, the DoWEA Security Manager will notify the supervisor, sponsor, contractor, or employee that their DD Form 2249 authorization has been submitted to PFPA.
