Government Purchase Card

DoWEA’s Government-Wide Commercial Purchase Card (GCPC) program allows educators and remote and local buyers to streamline the procurement process for day-to-day requirements.  The GCPC program is responsible for issuing and establishing policy, assigning responsibilities, and implementing procedures for the administration of the program. It also ensures that the General Services Administration (GSA) SmartPay 3 (SP3) Program is followed within DoWEA.  GCPC purchases are expenditures of appropriated funds and card use is limited to official cardholders who are appointed in writing.  The DoWEA GCPC may be used to purchase authorized supplies, equipment, and non-personal services.  GCPC participants must comply with all Federal, Department of War (DoW), and DoWEA regulations that govern the DoWEA GCPC Program.
